The Mission of the National Public Procurement Authority is to regulate and monitor public procurement in Sierra Leone and to advise Government on issues relating to public procurement.
Sylvester H. Demby, Head of Admin & Human Resource Department
Sylvester is a holder of a Bachelor of Social Science with Honours degree in Political Science, Masters in Public Administration and Bachelor of Laws –LLB (In Progress). A gentleman destined to achieve greatness, believes in ABSOLUTE JUSTICE as liberty has no dwelling place if it does not mean the same for all.
Mr. Demby’s practical work experience with the National Public Procurement Authority (NPPA) has a history dating back to 2006 when the Authority started with just thirteen staff, with him serving as Administrative Assistant in the then Finance and Administration Department. He was later elevated out of proven competence and by Board recommendation to the position of Officer in Charge of Administration Department in 2010. On continuous commitment to duty and exemplary performance, Mr. Demby was in January 2013 promoted to the current designation as Head of Administration and Human Resources Department.
His departmental mandate in the Authority is an embodiment of several responsibilities ranging from administration to human resources management. For the comprehensive accomplishment of the Authority’s statutory mandate as postulated in the NPPA Act of 2004, the Administration and Human Resource Department is established with the largest number of staff and charged with the principal responsibility to execute policies approved by the Board, transmitted through the Chief Executive and to also regulate a balance of interest between staff welfare issues and the objectives of the Authority.
In critical moments of budgetary constraints at both departmental and institutional levels the department has managed to survive with significant accomplishments and few challenges as it could be the case elsewhere.
The vision of this department is an encapsulation of the construction of a modern, spacious and conducive Head office, establishment of regional offices in provincial Headquarters for a comprehensive nation-wide coverage of the Authority’s statutory mandate, anticipation of Adequate logistical provision especially in areas of Vehicles, motorbikes and Generators and aspiration for adequate and timely receipt of budgetary provision and motivation of staff in respect improved conditions of service and training.
