Sierra Leone experienced one of the largest Ebola Virus Disease (EVD) outbreaks in the history of Public health, which affected a number of countries in the region, including Liberia and Guinea which share common borders with the country. This called for a regional collaboration in preparedness and response as well as strengthening of national surveillance system. It is against this background that Sierra Leone has received financing from the World Bank for the Regional Disease Surveillance Systems Enhancement Programme (REDISSE) project, which was approved in 2016. The objective of the programme is to strengthen national and regional cross-sectoral capacity for collaborative disease surveillance and epidemic preparedness in Sierra Leone amongst the human and animal sectors.
The Ebola Outbreak was a pointer to the need to strengthen the Country surveillance and response system in line with the objective of the IDSR strategy. Lessons learnt from the outbreak are that there is the need to strengthen the availability and use of surveillance data for improved detection, reporting, investigation, confirmation and response. The manual transmission of data from periphery facilities was noted as laborious as this has to be manually inputted into computers, which would take days to cover the whole country. 
In order to improve data collection and the implementation of performance indicators through case reporting, the Ministry of Health & Sanitation intends to apply part of the proceeds towards the procurement of under the contract:

1 Procurement & Delivery of Tablet Computers with all accessories 250 Pieces 8 – 10 Weeks

The Ministry of Health & Sanitation, through the Integrated Health Projects Administration Unit – (IHPAU)now invites sealed bids from eligible bidders for the Supply of Procurement & Delivery of Tablet Computers with all accessories.Bidding will be conducted through the National Competitive Bidding procedures as specified in the National Public Procurement Act 2004 and the Regulation of 2006 (Revised in 2016) and is open to all eligible and interested bidders who can demonstrate a track record of supplying such items.   Interested eligible bidders may obtain further information from the address given below, and may inspect the bidding documents during office hours: 0900 to 1700hours GMT at the address given below. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address given below and upon payment of a non-refundable fee of Le: 200,000.

Sealed bids must be delivered to the address shown below on/or before June 9th, 2017, at 14:00 hrs GMT. All bids must be submitted with the following:
•       Valid Business Registration Certificates
•       Valid NASSIT Clearance Certificate
•       Valid NRA Clearance Certificate
•       Audited Financial Statement for the past three previous
•       Manufacturer’s Authorization
•       Brochures of Goods Offered
Foreign firms should submit valid NRA Tax and NASSIT Clearance Certificates equivalent, if applicable in their country. Bids must be delivered to the address below, on/or before the 9th June, 2017 at 14:00 GMT.Electronic bidding will not be permitted.Late bids will be rejected and will be returned unopened. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below, on the 9th June, 2017 immediately after the closing of the bids.  All interested bidders are invited for a Pre-Bid meeting to be held on Wednesday, the 24th May, 2017 starting at 10:00 GMT. The meeting shall be held in the Integrated Health Projects Administration Unit Conference Room situated at the address indicated below. All bids must be accompanied by a Bid Security of Leones: 20,000,000 (Twenty Million Leones) for each lotor equivalent in a freely convertible currency.
